Troubleshooting the "Maximum Number of Phone Numbers Linked" Error in WhatsApp

If you receive the error "You have already linked the maximum number of phone numbers allowed for this business account" when verifying your phone number during WhatsApp onboarding, this is caused by one of three common scenarios. Follow the guidance below to identify and resolve the issue.
1. Your META Business Manager is Not Verified
If your META Business Manager (also known as Facebook Business Manager / FBM) has not completed business verification, META limits your business to a maximum of 2 phone numbers. Attempting to add a 3rd number triggers this error.
- How to fix it: Complete the business verification process. Log in to META Business Suite, go to Business Settings > Security Center, and submit the required business verification documents. Once approved by META, your number limit increases.
2. You Have Reached the Standard Limit of 20 Numbers
Fully verified businesses can connect up to 20 WhatsApp phone numbers across all WhatsApp Business Accounts (WABAs). If you have already linked 20 numbers, new numbers cannot be added until space is cleared or your limit is raised.
- Solution A — Remove Unused Numbers: Check your existing WABAs and remove any numbers that are no longer in use. Your Business Admin can remove these numbers by following META's guide to Delete Phone Numbers from a WABA.
- Solution B — Request a Number Limit Increase: If you require more than 20 active numbers, your Business Admin can submit a support ticket directly to META Support via META Business Suite to request a limit increase.
3. Temporary Security Hold Due to Rapid Connection Attempts
If your account is verified and has fewer than 20 numbers, META’s automated fraud prevention system may have placed a temporary security hold on your account due to multiple connection attempts made in rapid succession.

How to fix it:
- Pause further connection attempts for several hours to avoid extending the automated security hold.
- Check the Account Quality dashboard in your META Business Suite to review any active warnings or restrictions.
- If the restriction does not clear automatically, submit a support ticket directly to META Support for account review.
